Britain and France Will Dispatch Forces to the Country in the event that a Peace Deal is Finalized

The London and Paris have formalized a memorandum of understanding concerning the stationing of armed personnel in Ukraine in the event a ceasefire be struck with Russia, the British leader, Keir Starmer, has stated.

After talks with Ukraine's allies in Paris, he indicated that the allies would "create defense centers across Ukraine and build secure facilities for military hardware and equipment" to prevent any potential invasion.

The partner countries also put forward that the United States would take the lead in overseeing a truce.

Russia has on multiple occasions stated that any foreign troops in Ukraine would be considered a "legitimate target", but has not yet responded on this new declaration.

Background and Continuing Conflict

Moscow's leader Vladimir Putin launched a comprehensive attack of Ukraine in the start of last year, and Russian forces presently holds about 20% of the country's land.

"This is a vital part of our commitment to be alongside Ukraine for the duration," stated Starmer.

Top officials and top officials from the "Coalition of the Willing" were involved in Tuesday's talks.

He stated at a combined announcement, the Prime Minister added: "It establishes the framework for the juridical structure under which British, French, and partner forces could function on Ukrainian soil, defending Ukraine's air and maritime domains, and regenerating Ukraine's defense capabilities for the time to come."

Security Guarantees and Negotiation Stances

Lead US negotiator Steve Witkoff stated that "durable security guarantees and substantial reconstruction vows are critical to a permanent resolution" in Ukraine – mentioning a major condition made by Kyiv.

He said the coalition had "mostly completed" their work on establishing such guarantees "so that the people of Ukraine know that when this conflict ends, it ends for good."

Jared Kushner, US President Donald Trump's representative, also participated in the discussions.

At the same time, President Macron Emmanuel Macron stated that Ukraine's partners had made "considerable advances" at the negotiations.

He noted that "strong" safety pledges for Kyiv had been reached in the case of a potential ceasefire.

Ukraine's leader Volodymyr Zelensky stated that a "huge step forward" had been made in Paris, but added that he would only consider efforts to be "sufficient" if they led to the end of the conflict.

Earlier, Zelensky said a settlement was "mostly finalized". Agreeing on the remaining 10% would "shape the outcome of peace, the destiny of Ukraine and Europe".

Remaining Challenges

  • Territory and defense assurances have been at the center of unresolved issues for diplomats.
  • The Russian President has often said that Ukraine's forces must pull back from the entirety of Ukraine's eastern Donbas region or Russia will seize it, refusing any middle ground over how to conclude the war.
  • Kyiv has so far rejected giving up any land, but has proposed that Ukraine could move its forces to an designated point – but only if Russia reciprocates.

Russian forces currently holds approximately 75% of the Donetsk oblast and some 99% of the adjacent Luhansk. The pair of oblasts form the heartland of Donbas.

The earlier US-led 28-point proposal that was extensively reported to the media last year was seen by Kyiv and its partners in Europe as being disproportionately favorable in Moscow's direction.

This sparked a period of focused negotiations – with Ukraine, the US and European leaders trying to adjust the proposal.

The previous month, The Ukrainian government sent the US an new framework – as well as additional documents describing prospective defense assurances and provisions for Ukraine's recovery, he added.
